oorlogen, AIDS en migratie- en klimaatproblemen.
De machtsverhoudingen van vandaag zijn ver
der niet te vergelijken met die van toen. Het Westen
is niet de enige wereldleider meer. We hebben nu
te maken met nieuwe concurrenten (China, India,
Brazilië en andere landen) en dientengevolge een
veranderende machtsstructuur. Hierbinnen krijgen
de Four Freedoms een nieuwe betekenis. In onze
Westerse samenleving liggen de Four Freedoms al tij
den diep verankerd, maar ik verwacht dat de nieuwe
grootmachten stap voor stap zullen ontdekken dat de
uitbreiding van hun politieke en economische macht
op lange termijn in hoge mate zal afhangen van de
erkenning van deze waarden in eigen land.'
Voor welke verdiensten krijgt u de Four Freedoms
Award?
'Dat moet u maar vragen aan de mensen die hebben
besloten mij deze prijs te geven. Ik was compleet ver
rast.'
Dat antwoord hadden we een beetje verwacht. In het
officiële persbericht van de Roosevelt Foundation staat dat
u de prijs onder meer hijgt voor uw visie op de Verenigde
Naties en de Europese Unie.
'Ach, ik ben gewoon een burger die zijn verantwoor
delijkheden heeft genomen op terreinen die toen
belangrijk waren. Het eerste wat ik heb geprobeerd
is de ogen te openen voor de Duitse geschiedenis.
Ik wilde erop wijzen dat de oorzaken van de twee
wereldoorlogen, en de verschrikkelijke consequenties
daarvan, gezocht moesten worden in een contrapro
ductief Europees nationalisme en het Nazi-regime in
Duitsland. Zonder dat besef geen Europese gemeen
schap of een Europese Unie. Zonder dat geen vrede,
welvaart en ontwikkeling.
Mensen van uw generatie hebben het niet mee
gemaakt, maar een jaar na het einde van de Tweede
Wereldoorlog bezocht Winston Churchill Zürich en
deed daar een klemmend beroep op Frankrijk en
Duitsland om nader tot elkaar te komen en zich in
te zetten voor de stichting van een Verenigde Naties
van Europa. Natuurlijk was hij zich ervan bewust dat
er in Europa niet een echte staat kon ontstaan als in
Amerika. Niettemin begonnen de West-Europese lan
den een vorm van samenwerking. Daarmee startten
power will in the long run largely depend on the rec
ognition of these values in their own countries.'
For which services are you receiving the Four Freedoms
Award?
'You must ask the people who have decided to give me
this prize. I was completely taken by surprise.'
We had rather expected that answer. In the offi
cial press release from the Roosevelt Institute it states
that among the reasons is your viewpoint on the United
Nations and the European Union.
'Oh I'm just a citizen who took his responsibilities in
an area that was important at the time. The first thing
I tried to do was to open eyes to our own German his
tory. I wanted to point out that the reasons for the two
World wars, and their terrible consequences, must be
sought in the European counterproductive national
ism and later on in the Nazi-regime in Germany.
Without that realisation there could be no European
Union, no peace, no welfare or development. People
of your generation have not experienced it, but a
year after the end of the Second World War Winston
Churchill visited Zurich and entreated France and
Germany to become closer and strive for the founda
tion of a United States of Europe. Of course he was
aware that such a construction of states into a real
nation as in America could not come about over here.
Nevertheless the West European countries did begin a
form, of co-operation, thus starting a completely new
chapter in history.
The other aspect concerned recognising the
responsibility for the terrible events during the
Second World War and the countries to the East of
Germany, and the sufferings for Poland. After the
First World War Poland became a sovereign state for
the first time in 130 years. Nineteen years later that
same Poland was the first victim of the other world
war. Poland appeared to be on the side of the victors,
but what was that worth, now it was under the rule of
the Soviet Union?'
Is the role of the United Nations still significant in
this day and age?
The starting points of the United Nations were appli
cable to the situation shortly after the Second World
