maar je bereik ligt daar door de globalisering van de
wereld ver buiten.'
Vooral in het Midden-Oosten staat de VN voor nieuwe
uitdagingen. In de afgelopen jaren hebben we vernietigen
de aanvallen gezien op VN doelen. Eerst in 2003 in Irak
en in december vorig jaar in Algerije, uw eigen land. Dat
lijkt niet verenigbaar met de VN als een onpartijdige orga
nisatie. Wat is er veranderd?
'De VN worden niet meer als een onpartijdige organi
satie gezien. De VN worden niet langer als onafhan
kelijk beschouwd. De VN dansen in de ogen van velen
naar de pijpen van de VS.'
Kunt u een voorbeeld geven?
'In 2006 tijdens de oorlog in Libanon is het waar
schijnlijk de eerste keer in de geschiedenis van de
VN-Veiligheidsraad geweest dat die geen resolutie
aannam die opriep tot een staakt het vuren. Het
waren de Amerikanen die publiekelijk zeiden dat
Israël de oorlog moest voortzetten met de hoop dat
Hezbollah vernietigd zou worden. Een maand lang
werd Libanon aan puin gegooid en de Veiligheidsraad
then last December in Algeria, your own country. That
appears incompatible with the UN as a neutral organisa
tion. What has changed?
'The UN is not seen as impartial anymore. The UN is
not seen as independent anymore. The UN is seen as
doing the bidding of the United States.'
Could you give an example?
'In 2006 during the war in Lebanon it was probably
for the first time in the history of the United Nations
that the Security Council did not adopt a resolu
tion calling for a ceasefire. It was the Americans
who publicly said Israel must continue the war, in
the hope that it would destroy Hezbollah. For one
month Lebanon was being destroyed and the Security
Council was just looking on. What happened is that
people in Lebanon expressed their anger by occupying
the offices of the UN.
A very large number of people agree that the
UN is not independent anymore but they do noth
ing about it. A smaller number will express that
anger in things like occupying the premises of the
UN, an even smaller number will insult me or the

mensen die zullen moorden omdat de VN de vijand
is. Maar in de geglobaliseerde wereld kunnen die paar
mensen overal zijn waar kantoren van de VN staan of
dat nu in Libanon, Algerije, Nederland of New York
is.'
De meest in het oog springende tak van de VN is het
departement voor vredesoperaties. In 2000 kwam uw
grondige rapport over vredesoperaties uit. Hoe kijkt u na
acht jaar terug op die exercitie?
'In het midden van de jaren negentig van de vorige
eeuw, na de mislukte acties in Rwanda, Somalië en
Srebrenica, rees er ernstige twijfel over vredesope
raties. Maar die is nieuw leven ingeblazen. Op het
moment hebben we met 110.000 troepen in het veld
een piek bereikt. Het is na de VS het grootste leger
Secretary-General. And then you have a tiny num
ber of people who will kill because the UN is the
enemy. But in the globalised world that small num
ber of people can be in Lebanon or Algeria, but also
here in New York or in Holland - wherever the UN
is present.'
The most visible branch of the United Nations is the
peacekeeping depariment. In 2000 your thorough report
on peace operations came out. How would you reflect on
that exercise eight years later?
'In the mid nineties, after the failures in Rwanda,
Somalia and Srebrenica, there were serious doubts
about peacekeeping. But peacekeeping was revived
and now we have reached a peak with 110,000
troops, the second largest army deployed in the
world after the United States. But I think we have
got to be careful. The Security Council is again
taking decisions that they know perfectly well
are not easily implementable. And I think the
Secretary-General is not careful anymore and is
accepting mandates that are not easily to imple
ment.'
